budget: 500-600$
the idea is classic upgrade it over time, here's what I do know

CPU: probably an i5 since I don't need hyper threading...6500?6600?K?wait for the next?AMD?

MOBO: I know nothing about motherboards, probably something that I shouldn't need/want to replace/upgrade ever

Ram:1 DDR4 8GB stick, add another when 16 GB becomes justifiable

PSU: same as motherboard, quality over watts

storage: I feel like getting an SSD fist might be more convenient so I wouldn't need to reinstall windows again, otherwise a normal 2TB HDD

GPU: until I can see all options, I can't say anything just yet, for now, I think 1 RX 480 seem the best option for now, maybe even add another 1 if the card and DX12 proved it worth

cooling: not a clue, do I even need it apart from the aftermarket CPU cooler?

+ what about an APU option, is it worth it?

Budget really isn't enough for what you want to build. You need closer to $800 with that part selection.

RX480 = $200 MSRP
i5-6500 = $193
ATX motherboard, minimum $75
Decent 500W PSU = $50
Small 120GB SSD (not a recommendation) $40, ideal 240-256GB about $90
Case (subjective, but decent cases start around $50)
Memory is super cheap, so getting 16GB now, not a bad idea, only sets you back $60.
No aftermarket cooling.
