Ok, so I have two PC's that are 2013 and 2015 builds respectively. Id like to get at least another year or so of decent 1080p gaming performance out of them, and am trying to decide what GPU makes the most sense in this scenario.

Older Rig

Now my plan is to purchase a new GPU and a set of 16gb of ddr3 for the older PC. Then i would move the 8gb i already have on that one to the newer one, so both end up with 16gb. I know the newer PC would get more use out of a better card, but that isn't the one i'm able to use for gaming most of the time.
So the graphics cards i'm looking at are the RX 580-590, and the GTX 1660-1660 TI. The goal would be to be able to play games at 1080p on high graphic settings with a decent frame rate. In a year or so i'm looking to replace the older PC completely and will move whichever card i get now into the second rig one.
Hopefully all of this makes sense, i know it's a bit of an odd request.
So I guess these are my questions/concerns:
1.) Will the 3570K give me a good gaming experience at 1080p with any of those cards, or is it just too old now. I've tried to research this but have come across a wide array of opinions on this.
2.) Will any of these cards allow me to use a 144hz monitor at 1080P high settings with either of the PC's i currently have. If so i might consider grabbing a 1660TI, as at some point i'd like to try high refresh gaming.
3.) is there any reason to believe prices will get substantially better in the next couple months? my 660TI has had some issues so i'd really like to replace it soon, but if i can save some money by waiting I would definitely consider it. Not sure on the timeline/pricing of the budget Navi cards
