What are the primary uses for this PC?
You are probably limited to used parts market for that because new CPUs are relatively expensive.

The fastest would be an i7 7700. But that is a $350+ CPU new -- https://www.newegg.com/p/pl?d=7700&N=100007671&isdeptsrh=1
SO, I would recommend something like this --

You need to provide the motherboard you have. That determines what CPUs you can use. But you will be limited to 6xxx and 7xxx CPUs.
What budget do you have? Most people here will say to replace the CPU and motherboard as a unit to get a significant performance improvement.
 
Here is the cpu support list for your motherboard:

Your I3-6100 has 4 processing threads and a passmark rating of about 4169.
That is when all 4 threads are fully busy.
The single thread performance rating is 2235.

The strongest upgrade would be a I7-7700K.
It has 8 threads and a rating of 9689/2745.

For gaming and overall quickness, the single thread performance is most important.
Run the cpu-Z bench test. Your 6100 should score about 417:

The 7700K will be about 500.

You would also want a stronger cooler than the stock 6100 cooler.
It is an easy upgrade, but not a really big boost unless your workload is batch production.

Without budget issues, look to an upgrade to 12th gen.
A simple i3-12100 will have 8 threads and a rating of 13848/ 3533.
It will be noticeably quicker and comes with a cooler.
You will need a lga1700 motherboard and likely a DDR4 B660 motherboard.
add 16gb of ddr4 ram and the upgrade would cost you perhaps$500.

If you do not now have a ssd for windows, that would be my very first upgrade,

I was going to recommend the i3, but availability seems to be scarce.

I would also recommend making the jump, to 12th gen. I chose the MSI board listed, as it did well in HUB's VRM testing.
