I was looking at upgrading from an i5 4460 and 970 to an i7 4790k and either a 1070 or a 1070 ti. My PSU is a 550w GS evga 80+ gold. Would I be able to the i7 and 1070 or would I need to upgrade my PSU?

Solution

Upgrade to the 4790k makes the most sense when you already have a Z87/97 MB. If not the non-k i7 would be better value. The 4790k with higher TDP will also require aftermarket cooler to keep it from throttling, unless you live in a very cold area.

The i7 will consume close to ~100W under maximum stress load and the GTX1070 ~180-200W; GTX1070Ti should be very similar to the GTX1080 ~220-240W, so you don't need to upgrade your PSU to power these upgrades.

@Judan:
Telling him to upgrade to 7700k is a very bad advice as he'd need to...

Rather than choosing an i7 4790k you can buy a 7700k. It's much better but you would have to have to change the motherboard too as 7700k has LGA1151 socket and the PSU will be fine. You can also upgrade the 4790k and 1070 without changing the PSU if you don't want to change the motherboard

Telling him to upgrade to 7700k is a very bad advice as he'd need to replace MB as well as buying new DDR4 memory. Not only that all those money would be for a Kabylake platform that is already well on the path to become obsolete by latest gen Coffeelake.
