Looking to upgrade year old rig where I skimped out on CPU. Looking for suggestions.

I bought this rig last year for about $550 CAD. It's been good to me but I want to play more modern and intensive games and it just isn't fitting the bill. Number one interest is currently GTA V which I can start up and play but has constant stutters which make it unplayable. I'm looking for recommendations that would get me the most bang for my buck upgrade performance right away. From the advice I've been given so far a CPU upgrade seems to be my biggest issue. A CPU upgrade would be a good idea. You can pretty much choose any Skylake CPU you want and if you update the BIOS, any Kaby Lake CPU.
