Question Lots of boot/BIOS issues help needed

So i changed VDDCR CPU VOLTAGE (lowered it) like a stupid and it led to a mountain of issues
I reset my bios (voltage back to before change) but now i cant change settings in it cause i need to manually select a boot drive, and i cant do both at the same time
My mobo says both DRAM led then CPU led then VGA led then boot led in a sequence bot pc turns on fine
just changed the cmos, which did nothing
reseated ram, checked it with windows memory diagnostic and no issues found
Im now stuck with my ram at 2400MHz instead of 3200 because i cant change bios settings and boot manually at the same time any help ?

Ryzen 5 3600@4MHz
TUF GAMING B550M-PLUS
RTX 2060 KO ULTRA
PNY 16GB DDR4 XLR8

Edit : apparently SOME settings saved but dont work (i have docp enabled but my ram is still at 2400MHz while fastboot is still on[i tried disabling it as i heard it could cause issues])

Go here and get the most up to date BIOS update and apply to your motherboard's BIOS.

How did you perform the aforementioned BIOS reset? Did you remove the battery? If so, did you re-install it properly?

If the battery isn't installed properly, or is missing, you can't save BIOS settings.
what i did was :
turn off pc
turn off psu
remove cmos
wait 10min
put new cmos in
boot pc with the black screen that asks to press f1 for setup
gets put into bios
select drive
pc starts normally

did that several times and they all went exactly like this

Do i reset fTPM ? the automatic reboot after bios update asks me to
(We detected a new fTPM firmware version/processor etc)
