lots of frame drops to 40's FPS in GTA V tweaked ultra settings with gtx 1060 3gb. is this normal?

i bought Zotac GTX 1060 3GB Amp Edition and my rig: intel i5-3470, Ram 8GB DDr3> 4GB kingston valueram + 4GB G.Skills, 1080p monitor, WD blue HDD

I'm having lots of FPS drops while gaming GTA V to 40fps and sometimes to late 30's whether i turn V-sync on or not. i have most settings on Very high, MSAA: X4, Shadows: High, extend shadow distance: off

i thought the recommended requirements for the game is HD 7870 and i5-3470 cpu.. meaning you can run the game at High settings with a GPU like 7870 and get a constant 60FPS?

also i found at game-debate test that i can run this game at high with 130 FPS!.. so why I'm getting frame drops from 70 to 40's and 30's with my current 1060?.
 

no no no the recommended is a 660 I think and that is like 30fps 1080p high settings(which is the lowest option in the game) I think and no a 1060 3gb cant run max settings 1080p at 60fps i think i got like 20fps when i had a 1060 6gb everything at max. i just ran everything at very high with no msaa or reflections and that got a solid 100fps with a i5 7600k
