Loud Noises. Power Surge 2x. No display no CPU fan no GPU fan only HDD and keyboard/mouse on startup

Ok so in advance I am sorry for miss spellings and such I am tired I stayed up gaming and then this happened right in the middle of a ranked match so yeah.

I Upgraded a PC with an i5 and of course new mobo. Spec will be posted below. So I upgraded and everything was running good like amazing good. Then whule playing Dota my PC just turns off and I turned it right back on with the America Megatrends saying it detected a power surge. Of course I can only think this must be my PSU and say ok well let's hope that was all I will replace it later and turn on my PC and try and get back into my match but then it happened again which I did expect just was hoping it wouldn't. I turned it on and went into the bios all temps were reading normal all below 60c so I turn it off open up the side and turn it on to see if something was not spinning but low and behold the whole thing was not going only the hard drive and case fan (which was weird the case fan wasn't working) and the mouse and keyboard lit up. I want it not to be my mobo but till I do some further at home test it is the most likely culprit or it is my PSU. Anyways I always like a second opinion and will update later today after I get some sleep.
PC specs:
CPU: i5 4690k /w stock cooler
GPU: GTX 750 ti
Mobo: Asus H87M-E uATX
RAM: G Skill Ripjaw 16gbs (4 sticks) 1600 frequency
PSU: CX750 semi-modular
HDD: Seagate 70gb 7200rpm Sata
External 2tb as well

I don't think I missed anything but yeah hope you can help I'm getting some shuteye

if the board is loose this means the gromits behind the board got overtighten and are loose take out EVERYTHING and install it on a box with minimal phreials attchted, such as only one hdd, one stick ram, no gfx, use ur the gfx on the cpu, only use the drive that has the OS on it and plug it in. and put it on a box on a table somewhere and see if it boots.

also reseat you cpu cooler! i have a feelingit is not seated on there right. cause the intel coolers are easy to "mis - install " given thos stupid plastic twist turn push plugs things. ( i hate them personally )

reset bios to "optimal settings" (not default, optimal!)

and tighten all you gromits and screws in your case while your at it. to make sure. its not shorting out somewhere
K so I put it on its side unplugged the HDD and GPU reseated the 24 pin and it turned on CPU fan running. I noticed the board is loose though I tried tightening the screw but it is as tight as it gets which is weird
