Question Loud PSU in many configurations

Hello everybody,
I posted here once and people were really helpful, so I post this question I have cause I have not been able to come up with a solution.

So recently I had to replace my pcu because of melting cables and the fan at 100% speed.

I took this opportunity to replace the GPU and even tested with a different motherboard and new windows installation, but my new setup, with new PSU and GPU still has a loud PSU fan and I'm worried it's gonna cause damage again.
I think a damaged PSU is unlikely (it was a replacement through the warranty and is a good model), and I switched out everything I could come up with that may cause the problems.
So any advice would be really appreciated. What could be going on here?

Pc part list:
CPU: AMD Ryzen 5 5600x
CPU cooler: be quiet pure loop 240
Motherboard: aorus x570i wifi
(latest bios 39d)
Ram: Corsair 2x16g 3600hz
SSD/HDD: 2x 1t m.2 WD black sn770
GPU: Rx 9070 power color hellhound
PSU: cooler master v 1100 sfx Platinum
Chassis: cooler master nr 200p
OS: windows 11
Monitor: 1440p 165hz TUF gaming

P.S: Or could it be just loud, because I'm used to a 850w psu, and I'm overthinking it? It says on the box it's 25 dba in idle, whereas my old one said 10 dpa

You might want to include an audio/video clip of the noise you speak of. Host them on a site akin to Imgur and then pass on the link for us to see.

On a side note, how are the fans in your case oriented? To add, you might also want to take a sheet of A4 paper, roll it up into a cylinder holding one end to your ear. You then use the other end to probe for the source of the noise. You will need to take the side panels off for this test, mind you.

The fans pull from the bottom and left side and exhaust from the top, the psu pulls from the right and out the top too. I got a video here: https: //imgur.com/a/DGeeV1A
The rest of the fans are whisper quiet at 600-700 rpm, and with the old psu when it still worked my pc was barely noticeable which i really liked.
