3dmark06 is giving me mid 5000's total score. All my drivers are up to date and the dual core optimizer is installed. I have a 400w power supply, but the system is stable as a rock.

Not necessarily. It could just make it underperform a lot. Get a new 500w PSU or something. 400 is kinda low.

I just found a 450 that supplies 33a on a single rail. It isnt all about wattage, it is about amps. I don't want to drop 100 dollars on something that may not fix my problem.

I just hold onto a decent 650w PSU and keep it in my closet incase I ever have to check if it's my power supply throttling performance or causing issues.

17 amps on the 12v rail seem really low for that card. Does it crash during games? I've seen a underpowered 8800gt turn off a computer during stress (computer wouldn't even turn on for like 10-20 minutes after that).

You can try reinstalling the drivers, but I'm sure you already did that. Next, you could RMA your card and see if the new one you get works. Otherwise, just suck it up and buy a new PSU and if that's not it then RMA it like Blood Raven said.

it is most definatly the the 12 volt rail having a low current. my 8800 gs requires 26 amps. im surprised you didnt get a message stating that you are low on power. my 8600 gts said that when i didnt plug in the 6 pin.
but yeah. definatly get a new psu.
