Low Budget PC Build

Hi Guys I was wondering if you can help me build a PC which will involve low amount of money to be spend

My brother has already a 1050ti graphics card which he recently bought but overall his pc is really slow and its about 3-4 years old so we were wondering if we can setup something under such graphic card

I'm writing up a post here because I would love to have him a working PC because he had downtimes, stuck in screen loading or PC not turning up at all after like 10 minutes even
