[SOLVED] Low CPU and GPU usage while gaming with V Sync off ?

Hi, I just want to ask if this low CPU and GPU usage is normal while V Sync is off, even though my CPU and GPU temps are below 80c. I am playing Dota on borderless windowed, v sync is off, the max frame rate is set to 240, the graphic is set to low, and only getting 50-100 fps. On idle, my clock speed is at 3.1ghz but when playing games, the clock speed suddenly drops to 2.5 GHz sometimes goes much lower like 1.0 - 2.0 GHz.

Hi,

Is there a way to know if it is the power causing the problem? I actually remove the battery and the power is direct to the power source (Charger Plugged-in).
