Question Low CPU/GPU usage ?

My laptop is underperforming and shows that the CPU and GPU utilization is very low. My laptop does have a battery issue but it is plugged in and it’s on performance mode. I have tried updating bios, reinstalling windows, reinstalling drivers. On eldin ring I am getting around 45-50 fps and GeForce overlay it says I am getting around 50-60% cpu utilization and 68-80% gpu utilization. But on the other screen I have task manager open where it shows that the cpu is around 70% usage and gpu is around 10% usage, please help
