Question low cpu power when i play games

i have a laptop with the flowing specs:
i3-4005u
6gb ram
intel hd 4400
windows 8.1 x64
500 gb hdd
after 2 minutes or less of playing game the fps drops from 50-60 to 25- 20 randomly in any game
i tried many of solutions like:
-updating bios
-updating gpu drivers
-clean laptop fan and
apply thermal past in CPU
but i notice that when i play the game the cpu temperature is 70-90
and the cpu power drops from 15what to 7-10 when fps drops
 
Well it kinda sounds like a huge cpu throttling due to overheat to me, lappys aren't known for thermal efficiency... although your everyday intel i-series chips will only throttle at 100C, reaching 90c while (just) gaming, to me, suggests overheating, the threshold in your lappy could be lower due to their natural construction.

and yes, a cpu watt drop sounds also like a throttle to me, less v to the core means a rapid heat decrease in an attempt to protect the chip from frying, wich would also resut in a lower wattage.
