Low cpu speed/frequency

Let's start off with my build:
I win 303 black case
Intel i76300k
2x8gb=16gb gskill ram
MSI GeForce gtx 1070 founders edition gpu
Samsung Evo pro SSD 1tb.
Western digital black 2tb HDD.
Corsair h105 liquid cooler.
Motherboard is MSI 170a M5 gaming motherboard.


Now the issue is that I have a few games on here and I'm seeing low FPS and I know the issue is the cpu speeds and idk how to increase it. As of right now it should be at about 4.10ghz-4.40ghz. However I'm only seeing 0.80ghz and speeds so idk what to do to bring it up for optimal gaming.

Low CPU speed is usually caused be one of two things:

1) Thermal throttling - your CPU is overheating, and slowing to protect itself. What temperature is your CPU running at when you game?

2) Wrong windows power profile selected - selecting "power saver" will limit your CPU to 800mhz.

There are a few other possibilities but these two are by far the most common.

Inwin 303 case.


So the issue is I'm only getting about 0.80 cpu speeds and it should be higher maxing at 4.40ghz and so idk what's causing the Low Cpu speed and whatnot. The link below is the bios and a pic of the ghz I'm getting right now. How can I fix this and how can I get it higher?
