Question Low CPU usage and high CPU speeds

Hey, i just noticed in hwinfo that my CPU usage jumps from 800 MHz to 4600 MHz even when i'm doing nothing. Temps in iddle are around 28 degrees, usage in iddle ~8% but clocks are jumping like crazy. Is it normal? CPU is not overclocked. Also power plan is set to balanced.

My rig:
Intel Core i7-9700k
MSI RTX 2080 super gaming x trio
Gigabyte Aorus Z390 master
Corsair RMx 750W
G.Skill Ripjaws V - 16GB (2x8), 3200MHz

Normal. As programs run in the background the CPU will fluctuate based on what’s going on.

Concur 100% with above, as this has indeed been normal behavior for years...

In fact, You ought to see occasional spikes to 4900 MHz on a core or two when tinkering at the desktop, and, clock speeds will fluctuate from 800 MHz, to 2200, to 3000 to 4600 MHz, often within a second or so... (temps will go from 35C to 55-65C in a fraction of a second, and, settle back down to 38C when at 800 MHz...)

What are your at load temps, either with CPU-Z/bench/stress CPU (65-70C?)or Prime95/small FFTs (custom, no AVX/AVX2) (which might cause possibly 80-85C)?

My load temps on stock clocks and NZXT kraken x62
Prime95 (small fft) ~ 60 degrees
Cinebench ~ 55 degrees

idle temps ~ 25-28 degrees
