Question Low cpu usage temp is normal

Hello folks is it normal for a i7-12700h that has turbo mode up to 4.7ghz only using 2.5ghz at games(idle uses more than in games)? Im using ghelper instead of armoury crate, i have turbo mode enabled(aggresive) tried quickcpu to unlock cores all drivers updated by myasus app.
I have asus tuf f17 fx707zm.

yeah but like 2.5ghz at games when you can get 4.7ghz is pretty big diffrence

i recently changed from desktop to laptop and i regret it just for that one thing it is harder to find where the problem is but on the other hand im a guy that likes to travel so desktop isn't a option for me

if anyone is looking whether to find if your cpu is power limited download throttlestop and run ts bench couple times if you see red "power" word next to limit it means youre being power limited mine is being limited to but i only have balanced power plan on my laptop no other options so i think that is the problem. happy new year everyone

check the bios, might be some settings.
