Question Low CPU usage which leads to poor porformance

So, I have been researching but i cannot seem to find the problem to this solution. For some reason ever since I factory reset my PC my games seem to be running really slow. I have some really good specs(besides the cpu maybe) but im still getting around 40fps when I use to get around 160 before factory reseting my pc. I noticed that my cpu is only running at 37% while my gpu is running at a near max 97% while gaming. If my cpu is bottlenecking my gpu, shouldnt the cpu be running at max and my gpu doing the rest of the work? I have tried changing the power saver modes and making the game run at full priority via the task manager but no luck. Or should it just be going this slow because of my cpu?

Specs:
- I7-4770 cpu @ 3.40gz
16gb DDR3
GTX 1080 8Gb

look like the gpu is bottlenecking
latest gpu driver? chipset driver?
what the cpu/gpu temp?
