Low Crysis 3 Performance with Advised CPU.

Hello folks! I recently built myself my very first gaming PC. It's an 800 dollar build, with some quite decent specs for the price. I spent about two weeks working on the build, and got a ton of help from the people on this forum. Currently, it has these parts:

Cpu: Intel Quad I5-4590 (with Stock cooler)

Gpu: MSI R9 390

Ram: 8 gigs ddr3@1600 and CL9

Psu: 750 Watt B2 80+ Bronze Power Supply



So, I just booted up Crysis 3. According to certain specs, my GPU should handle the game at an upwards of 60 fps at max settings, minus some Anti-Aliasing. So I run the game in one of the earlier levels, and notice absurdly bad fps of around 30-40.

I open up MSI afterburner (which I use only to control fan speed and monitor temps) and I notice that my GPU is cruising at a very normal 68-71 Celsius. That is odd. So I open up the task manager. Low and behold, the game is taking up 91% of my CPU. I don't know very much about CPUs, but the community was sure that my CPU would not be that kind of a bottleneck. It's a 4th gen, quad core with a max of 3.7 gighz!



What could be my problem? Check out some r9 390 Crysis benchmarks for more information. Most of the accompaning CPUs used are below my CPU in both quality and price.
 
Notice that test setup is using an overclocked 4770K to remove any possible CPU bottleneck for their graphics card test. Repeat using their test settings and if you are within a few percent you are fine. Your CPU is more than capable for gaming. Basically very few games are CPU biased at all and those that are all perform quite well on any modern quad core or up including any of the locked i5 processors from Sandy Bridge to present. 30-40FPS sounds very reasonable for that setup and Crysis 3.
 
I don't think a cpu at 91% (sub 100%) indicates a bottleneck. According to techspot on medium graphics at 1080p the slower older i5 3470 was keeping up at 60fps with a gtx 680.

Typically the lower the graphics settings the more the gaming balance is shifted to the cpu, the more graphically intense the more load it places on the gpu. Which version of windows? Win10 has been a bit all over the place if you're running the latest win os. Are your graphics drivers up to date?

Apparently the earlier levels of the game are quite demanding according to several people in this discussion. The average fps of the game are for the majority of the game, not necessarily considering just a few intense parts.

It may not be that abnormal after all during intensive portions of the game and the rest of the game may have better performance. Pc games aren't nearly as consistent or predictable as console versions where they seem to run steady throughout.
 
The temps are normal. Even with a stock cooler. I just upgraded to Windows 10 from 8.1. I will try to do some retries. Windows 10 is a bit leaner, so If I get all my drivers up to date, I could have a better experience.
