Low draw distance in ALL games

I recently build a new computer. Specs are as follows.

CPU: Intel i3 4150
Mobo: MSI H81m-p33
RAM. G.Skill Sniper 8GB (4x2)
GPU: MSI Radeon R9 280x
PSU: Seasonic 620w 80+ Bronze modular
HDD: 1TB WD Black
Windows 8.1 Pro

The problem is, in every single game I play, there is a theoretical circle extremely close around the player character where everything looks fine. However, when moving, shadows and textures seem to "pop" into view or become clearer at an extremely close distance which is really disorienting. It also means that far away objects are low quality and have no antialiasing even with AA and texture quality are maxed. This makes the games really ugly.

Now, I've looked for a solution online but everyone just says "it's the game" "that's how games do LOD". However, on my brother's computer (Athlon II x4 and Radeon HD5770) despite playing the same game at the same part with the same graphics settings, he does not have the draw distance issue that I do. I get a higher framerate, but he has significantly higher image quality.

There's no way it can just be the game if the draw distance is better on a weaker machine. I am up to date on my drivers and have tested the ram, CPU and GPU with no errors. I have no idea why this is happening.
 
I've tried suggestions from other threads I've found online. I've tried overclocking/underclocking, raising/lowering voltage and Vram voltage, adjusting settings in CCC, adjusting settings with RadeonPro, nothing works.

I just don't get how jacking up both Anti Aliasing and Anisotropic Filtering to x16 results in textures popping in from a few steps away and jaggies everywhere.
 
This is a stretch, but are you both using HDDs to store games? It's possible that the HDD's access times are too slow and cause textures to load slowly. If you can, try installing a game on an SSD and see if it solves the problem.

Also, how much RAM do you both have?

EDIT: I see the OP has a WD Black. Not much chance it being slow access times then. Still worth a try though.

Insufficient RAM also shouldn't be the case, as 8GB should be plenty for 99% of games. Does this issue happen regardless of what settings you choose in games?
 
Im having the same problem where all games load some textures in when I walk close then load then out when I walk away, seen a few threads like this and they all seem to just die without the problem being solved 🙁
 
Just had to re-read everything to get up to date. A few thoughts:
1. Try to monitor Vram usage, games could be limiting draw distance for sure if the GPU is reporting low VRAM.
--I'd compare vram usage at idle in the OS and then during gaming (might need to hook up a second monitor to see figures at live, or just go with the min/max usage reported on a program such as MSI afterburner, Asus GPUtweak etc.

2. Check what version of direct-x is being used maybe? In reference to the OP comparing the newer GPU with lower draw distance vs the older GPU with higher draw distance, that's one of the differences between the cards that I can think of, it could tie back into the Vram usage as well between different DX releases.

3. Perhaps try turning all filtering and processing to off or low in the Radeon or Nvidia software suites instead of application preference?
 
Have same problem in every game only the latest games only popin some distant lod its annoying but playable, but older games entire objects are missing and characters the popin so badly that just cant play at all like SWtor even npc's popin like few meters from camera and grass is "growing" while you move forward can say for sure that it didnt have that before last summer its same on my pc and my gf's pc also in World of Warcraft have played from 2006.

Older games AA seems to work but not very far just a little bit distant objects have flickering edges and very jaggy this is also same in Fallout 4 and Skyrim edge flickering isnt that bad shadows and lights sucks ass took forever to tweak ini so could make it playable.
Elite Dangerous AA doesnt work at all only fxaa works a little bit and supersampling helps so its playable but it also has texture popin.
Nvidia control panel doesnt work at all Inspector i got skyrim lod bias working somewhat so could reduce flickering AA and shimmering foliage and trees. Only identical thing between those who suffer this is DirectX microsoft has failed something.

Seems that Amd gpu owners doesnt have as bad as Nvidia forums are filled with ppl who has identical problems all from gtx 580 - gtx 980 owners. Cant buy new Gpu if the problem follows i would lose my mind :S
Have googled this thing for months now have done 4 win installs without any updating only the required drivers and stuff and few games problem same the oldest gpu drivers vs the latest and some from between no difference win 7, 8 , 8.1 and 10 no difference.
My Spec: Fx-8350, 8gb 1600mhz G.skill, Kingston SSD, Asus gtx 780 DC II 3gb vram and 750w 80+bronze PSU, Win10 Pro.

 
Have the exact same problem here too, the odd thing is that i used to play normally the problem started when i was playing metal gear solid v( i dint changed any hardware) the mountais started to change form as i walked by, and its NOT render delay as the mountains detal level lowers when i walk back, and it started to happen in EVERY GAME its soooo annoying its ruinning my gaming experience, even in games i already had played with no problem like just cause 2, i used an older gpu i have and the problem still the same, changed RAM and nothing, i am chaging HDD right now to see if the problem persist.
I would appreciate any answer you guys come up with as i am really desperate right now to fix this 🙁

 
Same problem on my pc i5 2320/8gb/7970 , change the hd for a ssd , and nothing , change the gpu few times and the problem persist , 7790- 270 - and 7970 my last gpu .
 


dont change the hdd , i try on hd 500gb blue 7200rpms , hd 320gb blue 5400 rpms , and a ssd kingston fury-x and the problem persist .
 
Please run 3dmark basic edition (firestrike) and post the link which comes up at the end.
Bios of the mainboard up to date?

Which power supply is used exactly? Make and model please, not just wattage.
All power connectors plugged into the graphics card and motherboard? ATX12V power connector with 8 pins and not just 4 pins plugged into the motherboard near the CPU? Adapters used to plug in the graphics card's power?

Run furmark stress test and post the temperature of the graphics card.

Temperature of the CPU while gaming or in 3dmark or like 10 minutes in bios?

Run memtest86+ booted from an USB flash drive
Ram is at the correct speed settings? Use cpu-z to check

Any tuning tools running on the PC? Which anti virus solution? Firewall? Other additional software, utilities?

Chipset drivers downloaded and installed from AMD's or Intel's homepage?

 
on my case use windows 7 and windows 10 , my bios is the last of my motherboard , asrock h61m-dgs , psu thermaltake smart 530w , i tested with memtest the 2 memorys separately and nothing(test diferents speeds , times , etc) , monitor samsung p2350n only vga , use vga-dvi adaptor on the videocard , benchs runs a lot , but any error or problem , my cpu have a tx3 , the max temperature of cpu is 65 , and the gpu 77.
 
There is a solution, but it wants something...more graphics processing,in order to run smooth. That is downsampling. I downsampled mine or created custom resolution in nvidia control panel, chose 1440p instead of 1080p and played a bit of just cause 3 in 1440p, you can imaging how well it looked causing chaos in 1440p with almost no jaggies. But it needs a powerful GPU, i have gtx 970, getting about 45 frames max, still playable and satisfying.

Tried in dying light too, looks very good and detailed,espesially the rich colors,beautiful harran ... and beautiful zombies XD

A random snap, running at 4k resolution( custom resolution in 1080p monitor ).. 4k and 1440p the visual difference between them is very little, where as visual difference between 1080p and 1440p can be easily detected.

This pic is 1080p resolution one. Jaggies can be seen and colors look a bit dull compared to the 4k screenshot above.
