Low Fallout 4 FPS on GTX980 + 6600K

So as the title says, Fallout 4 is weirdly low, in fact most games are lower than I expect, but mostly fallout 4 sitting near 40fps in areas that are not demanding, and GTAV dipping to 40 too, being most notable for 'low fps'. As well as ARMA3 sitting around 30FPS, when with this hardware I expect higher?

Running at 1080p

Specs are:
GTX980
6600K
Gigabyte z170x Gaming 3 mobo
16gb Crucial ballistix sport lt DDR4 @2400mhz
NZXT kraken X61 cooler
Storage = ssds

No overheating on any components, all sit around 80% usage in games.

I recently upgaded the mobo and cpu, WITHOUT re installing windows, just plugged and played. I know this is 'bad' , but surely this can't cause lower fps? Is this actually the problem though?

Otherwise I'm at a loss, I thought FPS would be higher than this?

Even if the drivers are up to date, when the OS is installed it is tailored to the particular hardware you're running at that time, specifically motherboard and CPU. You essentially got lucky that the OS would even start after the hardware swap as most of the times it won't. Despite everything else appearing to be fine, the OS is not running at its maximum efficiency due to the differing hardware.

Absolutely reinstall the OS.

What settings are you using for FO4 and GTA5? Completely maxed out on either, especially maxed shadow distance/god rays on FO4 and if you're maxing all GTA5 advanced settings, you can expect to dip into the 40s occasionally.
 
Ahhhhhh poop - just to be sure - can not re-installing the OS really cause FPS dips? 😱

I haven't fully maxed AA for any of the above games, but the rest of the settings are max, bar gta v where I haven't touched any of the advanced settings.

Before I reinstall, as everything else is working fine, I wiped and re installed all drivers for mobo, cpu, and the GPU, can not re installing really be the cause of decreased fps? As it isn't catastrophically low I ruled it out 😱

Solution
Whenever upgrading the motherboard you HAVE to reinstall windows as when windows is install and verified it is linked to your motherboard and its BIOS so any switch of the motherboard would cause a blue screen practically every time and I know as is happened to me.

Backup your needed files them reinstall windows but tell it to wipe the current one.

(I have no idea why you did not get a blue screen when you switched the board, at technical that should always happen with motherboard switches)
 
Could go into device manager and uninstall every component in there if that's possible (I've never tried uninstalling all in the one go - never had the reason :) but you might ) and let your motherboard driver cd/Microsoft handle the driver installs.

Reinstalling os would be ideal though less crap that can go wrong only a super computer wiz would know what.
 
Windows recognizes motherboard's basic controllers installing it's own generic drivers until otherwise for functionality, its not 'tied' to the bios. The system software is glitching that's because Windows is having trouble comprehending which driver is what and for what. It 'might' work i probably doubt it without too much hassle 'but' with no drivers there to initialize on startup Windows will be forced to re-detect hardware - then just maybe. Wouldn't discount it being impossible, have you tried? I haven't either but would have been interesting to see :)

 
If it was your pc you could go straight ahead but it isn't your computer on the line here, its the thread posters computer.

We were trying to fine the easiest and safest solution to their problem. I have been in the same position as them as when you have computer that costs a lot of money and you have no money left to replace them or have time for RMA its very worrying when you change stuff in your pc and have it not work.
 


This. I couldn't agree more, I wish I was Linus and could just throw all my money at endless attempts XD

I have just finished re-installing windows, re installing all my apps, will update on the FPS difference! 😀 Liquid cooler has started making a gargling noise suddenly -_- really isn't my day. XD
 


It a fair call i agree to a point bot don't let the edge's of the pineapple worry you too much.

 
Just a quick update, didnt have one error before installing, now i get BSOD every ten mins XD

I think I have tracked it down to my killer ethernet driver -_- - if anyone knows for sure it is e22w8x64.sys on the error!
 


It really bloody isn't,think im going to have to RMA the Kraken soon XD
BUT - i tracked it down, I thought it was an unkown driver, turned out to be my 360 controller wireless reciever, just reinstalled that with drivers on my PC etc: BSOD continued.

Wiped and reinstalled Killer Ethernet driver, voila! No more BSOD --> PHEW 😀

Ill update in the next day if fallout performance is better , still re installing and also got work!
