[SOLVED] Low fps after new hardware installed o

Hello all, I replaced my cpu, ram, and mobo and psu due to shortages and bsod I couldn't solve. Pc starts up fine but when I play nier, my frames are not at all what they used to be. I used to get 60 stable fps at 1080p. I've reinstalled drivers, and made sure xmp was enabled in bios for my ram. Nothing has worked. Not even overclocking. Also performance is kinda choppy. I noticed it lags when I run into areas where the game has to load things.

Gtx 1070ti cerberus
Intel i5 9400f
Corsair vengeance lpx 8x2 16gb
Gigabyte b365m mobo
Gamemax 750w psu

Nier is currently installed on a hdd but I recently had it on my add with the same issues.

I reinstalled windows before upgrading the cpu and mobo and stuff. Should I still go ahead and reinstall?

It is highly recommended to reinstall Windows when you change motherboards.
