Low FPS After New Mobo Despite Best Efforts

So my Mobo fried and I had to replace it. Since this happened I've had FPS issues in every game that renders 3D models despite have a GTX 970.

A clean install of Windows, disabling Shadow play, updating drivers; all of the "normal" solutions have had some small, sometimes fleeting success, but nothing close to getting my PC back to where it was. Even testing my card with benchmark software and the like shows no noticeable problems.

Any help is appreciated. I my next step is to look into the RAM, but am hoping to test it before I buy new RAM, but I don't know how to go about it. Again, any help towards identifying the RAM as the issue, or anything else that might resolve this is appreciated. It's become too much.
