Low FPS and low CPU and GPU usage on ALL games

Basically, my CPU and GPU usage never go over 65% on some games (AC4, BF4, FarCry3) and even 45% on Ghosts. The temps are never over 65°C on the GPU, and never over 60°C on the CPU.
All drivers are up to date, and I already tried running benchmarks on Heaven, and it was always on 99% of usage! The low usage causes (of course) low fps, which in some maps on BF4 can drop to as low as 40. I believe I have a pretty capable rig of running it on Medium-High with 60 FPS, and I'm pretty frustraded ''/.

Here are my specs:

Sapphire Toxic R9 270X
FX8320
8GB 1600
CX500M Corsair PSU (500W)
Windows 8.1

try to change your gaming priority level from normal to high on task manager... it may help you...
open task manager -> open proccesses dialog box -> push right-click on games you are playing -> set priorty to be high (not realtime)...

hmm... it seem you have to update latest driver for your GPU... and if your 8-core cpu usage never go over 65% for those, i think its not an issue because those isnt cpu intensive...

What is the core usage of your CPU? CPU's can often be the bottleneck, even when their usage doesn't appear to be high. That is because it only takes 1 core to be bottlenecking the system, even when other cores are not being used all that much. To make matters worse, the 8320 isn't a true 8 core system. Every two "cores" share resources, so you could have a bottleneck without any reaching 100% usage, though you should see fairly high usage on 1 or 2 threads before a bottleneck occurs.

Ultra Settings - I have the graphics and the +90%, but not the optimal performance.

High Settings - I still have good graphics, but now I have around 70% of usage and not optimal performance because of this.

Mid-High Settings - These are the settings I would like to play, since I can have a bit more performance whilst keeping good graphics (and the settings I believe my card can handle the best, if it would perform normally).

As I hope you saw, the usage is only fairly high when I set things to ultra, so I get the same shi*ty FPS as I would get with High or Mid-High settings.

And no, I don't believe the CPU is a problem, BF4 is more graphical intense rather than CPU intense.

It is clearly the CPU holding you back. When settings do not change performance much if at all, that is a classic sign of a CPU bottleneck. And BF4, especially in Multiplayer, is more CPU intensive than GPU. Sorry, it might not be what you want to hear, but it is true.

Using Mantle will obviously help a lot.

Note: I see nothing in those pictures that show your CPU usage.

On all screenshots, right side at the middle, there is the load on each core. And I tried using mantle, and it doesn't help much (in fact, I have a LOT of frame rate drops and stuttering).

Well, your FPS are right in range as everyone else is getting in multiplayer, so it is what it is.

And like I mentioned earlier, it is more complicated with your CPU, as it isn't 8 true cores. Every other core shares some resources, so hitting 100% isn't the only way to get bottlenecked.

Ok, I got it. But what would be my solution, unpark my cores ? Overclock ? Buy another CPU ? I am still not sure if the problem is with the CPU, because Ghosts also has this problem. Anyway, a solution would be appreciated ^^

With BF4, use Mantle. With other games, OC your CPU for some improvements, get an i7 for more.

Or just be more realistic on what to expect. Multiplayer games are always going to struggle, and it usually is the CPU that causes the hold up.
