Low fps and low gpu usage - Bioshock Infinite

No bottleneck of any kind. While maxed out, GPU goes down to 50% resulting in terrible frame drops. Any solutions to max out the GPU usage?

Specs:
Q9500 CPU
8GB DDR3 (4 x 2gb)
GTX 1050 OC Gigabyte
Installed on 7200rpm HDD

Bioshock infinite is a title that is well known to have very variable frame-rate. Even with a GTX 1080 and an i7-6950, it might average 130 fps on ultra, but it dips into the 30's fps sometimes.


CPU doesn't go above 50 to 70% unless initially opening the game. Which is normal. Performance doesn't change from maxed out to low as possible.
 


It claims to be on the latest Nvidia drivers and my system says its up to date.If I were to manually update, how would I do so?
 

Are any cores/threads hitting 100%? Often a CPU is the bottleneck even though its not at 100%
 


I was watching all of the cores through MSI Afterburner and they are all being utilized equally.
 


Nowhere close to the limit. Ram hits under 4gb. VRAM hits somewhere between 800mb and 1200mb
 


Temps are extremely low, they get much higher in other games so heat has never been an issue. Around 70 degrees on each which is normal for me at least. Never have I had any thermal throttling.
