Low fps and performance on good PC

Hey, lately I've noticed my PC isn't running like how it should. I get horrendous fps drops in almost every game. If I use fullscreen on Overwatch, what should be 144 fps, I get 95 and below. I'm not sure what information is needed, but this is what I got.

Motherboard:ASRock Z97 Killer

CPU: i7 4790K

GPU: MSI 1070

PSU: Corsair X600

SSD: 850 EVO 120GB

HD: Not sure 1TB

RAM: GSkill F3 Ares (4x4GB)
I've upgraded this PC countless times to make it run as it should, but I have run out of guesses. Please help me solve something that's been plaguing me for ages.
 
OK so you may not believe it but I have seen this issue plague COUNTLESS people, this is typically the fix that helps significantly, First to disable core parking.

PLEASE ONLY ATTTEMPT if you are comfortable with going into the registry and following exactly what I tell you to do step by step. Editing the registry on your own or messing with other things can do damage to the OS

1 Copy the following registry key entry between the brackets [ 0cc5b647-c1df-4637-891a-dec35c318583 ].

2 Select your start button.

3 On the search bar type in “regedit”.

4 Go to edit->find->find next.

5 Paste this registry key but without quotes “0cc5b647-c1df-4637-891a-dec35c318583” and click find.

6 Once it has located it, look for the keys on the right hand side labeled MinValue and MaxValue.

7 Double click on each value and make sure they are both set to ‘0’.

8 Close the registry editor and shut down your computer.

9 Power the computer back up.

Your CPU core parking is now disabled and you should see significant performance gains.

PLease report back after trying one game and let me know the results.

Also the "Not sure 1TB" HDD may also be a huge culprit if its failing and disk ques are maxing out.

That didn't make much impact at all, unfortunately. Could this be a monitor issue with v-sync?
 
Have you checked windows updates. A few people recently had similar issues and a window update was the culprit, a new one was released and resolved it, possibly check there.

If not [;ease check your temps and post back, Also whats the smart status on your disks

Windows is already updated. I also checked the drives, and they're both in good health, but the SSD displays a 100%, while the HDD just displays "good"
