I cannot figure out why my frames are low, I think it might be my processor? If not, does anyone figure out why my frames are so low?

Solution
How low is low?
Your specs look fine for most games.

If you suspect your processor, check temperatures.
Possibly you are throttling.
Run hwmonitor while gaming.
Look to see if your max temperature was 100c. or near it.
That is the throttle point.
Look at the minimum temperature.
If it is much higher than 10-15c. over ambient, then your cooler has an issue.

Cooler issues can be a weak cooler, loose or uneven mount, insufficient case cooling air intake.
Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition?

What games do you play?

Use Resource Monitor and Task Manager to observe system performance. First while not gaming and doing other things and then, second, while gaming.

Use both but only one at a time.

Discover what system resources are being use, to what extent (%), and what is using that resource.
