LOw fps csgo

csgo drop fps i have new rig i5-6600k asus rog OC 1060 6 gb 16 gb ram 2133 motherboard asus b150m pro gaming micro atx power corsair cx750m windows 7 and i still have drop fps in csgo low settings can be
from old Hard Disk seagate 7200 rpm 500 gb ?

fps 170-220 on low settings all optimized 4:3 rezolution

HDD Probably wouldn't affect it. And 170-220 is probably the average fps you can get.
