Low FPS (drops below 30) BF4, 760 GTX, FX 8320

After spending at least 10 hours troubleshooting, I'm still getting a lot of video shutter and FPS drops with my new build (4 days old) playing BF4, even on low settings with AA off. Ultra is pretty much unplayable as I average 35fps and have lots of video shutter.

I think I've tried everything I can and I'm hoping someone else has an idea I haven't tried.

What I've already done list:
- Udated to lastest nivida drivers
- Updated MB drivers
- Unparked all CUP cores
- Monitored CPU and GPU temps, both run very cool, so not an overheating problem.
- Reinstall BF4
- Made sure BF4 is running on 64bit
- Disabled Origin in-game
- Ran BF4 as administrator

My system's specs:
- Windows 7 Pro x64
- AMD FX-8320 Vishera 3.5GHz (4.0GHz Turbo) Socket AM3+ 125W Eight-Core
- GIGABYTE GV-N760OC-4GD GeForce GTX 760 4GB 256-Bit GDDR5
- GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX
- G.SKILL Sniper Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866
- SAMSUNG 840 Pro Series 256GB (SSD)
- EVGA SuperNOVA NEX 650 G 80 PLUS GOLD Certified 650W PSU
- Rosewill BLACKHAWK Gaming ATX Mid Tower Computer Case
- ASUS VG248QE Black 24" 144Hz 1ms (GTG) HDMI Widescreen LED Backlight LCD 3D Monitor

Ahh, do you have windows 8.1? Because I had the same problem, because Nvidia or AMD driver, may not be compatible with your one atm, so maybe you have to wait for while? Sorry I don't have a good solution.

I have a friend with the same exact CPU and same exact video card as me and he is also running Windows 7 x64 and he doesn't have this problem. We spent hours troubleshooting together, matching setting for setting and he has no issues, even with every setting on Ultra, very depressing.

I bought windows 7 pro because I can't stand Windows 8.. lol
 
I left it at Auto and it ran perfect for me.
Similar specs:
fx-8350
670 Amp!
16 GB DDR3 @ 1866

I do have double the RAM, which would help in a 64 bit application. And 8.1.

Set the graphics to Auto in the game

Go to the task manager (right click the bar at the bottom)
Go to More Details
Go to Start Up

Edit: oh, you're on 7 not 8. Go to Run; type MSCONFIG. Should be a start up tile; uncheck everything.

Right click and disable everything.
Reboot, and launch BF4 immediately with no other programs.
I use Firefox as my main web browser, I find Internet Explorer can get a memory leak every once in awhile.
 
Honestly did you install all the drivers for your motherboard? BF4 won't come close to using 8GB. It's fine. And disabling all the running programs probably won't change anything in running in BF4 unless you happen to have a virus running and sucking the life out of your system. If that's the case, you can verify all of the running programs by a simple Google search.

Just to clarify, you only experience this issue in BF4?

Edit: Have you tried playing with V-Sync? (On vs Off)
