Low FPS for my setup.

Hello,
I just upgraded my video card from a Nvidia GTX 560,
To a Nvidia GTX 760 SC.
But the output is still poor when running Arma 3 (20-25 frames)
I am looking to be at about 60 frames

I recently had to downgrade my ASUS Motherboard due to it blowing out right after the warranty.
Now i am running a ASRock 960GM/U3S3 FX AM3+ Micro
AMD FX 4-Core Black Edition FX-4350 4.2 GHz
8 GB Ram
256 GB Samsung Evo SSD
RAIDMAX HYBRID 2 RX-630SS 630W ATX12V V2.2/ EPS12V
( I also only have 2-4pins going to card) no 6pin
Running Window 7

So basically i want to know does it come down to my crappy MOBO.
But i also feel i should be running it a little better even with this.

When you change mobo's did youjust plug in your old harddrive?

Even if this 'worked' a new mobo generally need a fresh install of the operating system.

It is on very high as i plan to be playing on that /ultra
I have turned off vsync and AA.
My drivers are all up to date.

 
Last I looked Arma 3 was having major FPS problems in multiplayer mode. Do you see much difference in the frame rate in single player? I'm running a Phenom ll X4 965 and a 4 gig GTX 760 overclocked and I'm lucky to clear 30 fps in multiplayer but I do get 35 to 45 in single player at 1080. Don't think you will ever get 60 unless you dial everything way back. I figure if the guy is still there when my bullet arrives the frame rate is high enough to play.
 


Only getting 30 fps in campaign.
I spoke to a few people getting 60 fps in multiplayer
A lot of them were running 760s, a few 780s
I just need to know if my motherboard is causing this not to reach it's potential.
