I just bought a used gaming rig

Intel i5 4690k no OC
Corsair h100i cooler
Evga gtx 970
2 x4gb ddr3 1600 mhz ram
MSI Z97 gaming 5 motherboard
1 x 90gb ssd
2 x 1tb hdd
CS550 power supply
Display: Samsung 24 inch led tv+ monitor

When i play cs go i get fps between 180-250 on high settings, I get 50 or below fps in gta v high settings

But in assassins creed Syndicate which is the most demanding game i get a stable 60 fps on high.

I have all the drivers up to date, why are my fps low, is it because Evga cards are not good or because my monitor is a tv + monitor?

Thank you.

In GTA V check your options for the Anti-Aliasing settings. high usually sets it to MSAA which is very taxing. set it to FXAA. Way less taxing and is just as good IMO. And check the Display scaling. anything above 100% will kill frames (100% means the image isn't upscaled nor downscaled)
