Solution

That's a power saver mode. You shouldn't have enabled that in the first place, it throttles your CPU to keep temps low.
That's why you were experiencing low frame rates....
Oh well, you were going to have to upgrade your RAM eventually anyway! :)
Games usually take 2 or 4 as the minimum.

There is no CPU bottleneck, so you're fine on that front.
You are however running with a very low amount of RAM.
I recommend upgrading to a 2x8GB kit, or getting 3 more 4GB sticks of the same model you have currently, preferably the first option.
Remember to run RAM in slots 2 and 4, and 1 and 3.

So I did a little research and I'm finding people are saying armas max is 4gb ram and more ram will not stop these fps drops i do not know if they a correct or not please if you could reply thank you

What settings are you running the game at by the way?

Trust me, its the RAM 90%.
Note that the minimum specs call for 2GB of RAM.
This is relative to the hardware that you have.

In your case, given that you have a GTX 950, your PC will want to use more than 4GB of RAM, typically around 6 in Arma. Large FPS spikes and drops are typically caused by RAM bottleneck in my experience. Just to make sure, ensure that all the power settings are correct in the Nvidia control panel, and that power consumption for your card is set to optimal.

so the 8gb ram does not seem to be making any difference still cant get steady fps alwways droping 20 or lower guess thats my luck if you have any other suggestion id appreciate it thanks

You're not meant to run two sticks of different RAM together, it screws with the voltages of the motherboard while potentially frying your components.
Additionally, you need to run RAM in dual channel on your motherboard in order for it to work optimally, meaning you need to use two sticks at once.
Make sure that you are not using two sticks of different RAM at the same time, and that the 2 sticks OF THE SAME RAM are in slots 2 and 4. I cannot emphasize this enough.

Don't worry.
Just pick up a 16GB kit such as the ones I have listed above, or potentially another stick of the same RAM you just bought.
What brand and model was it by the way?
