low fps help

so when i play certain games i can get this:

cpu usage: 20-50%
gpu usage: 30-70%
ram usage: 5000mb of 16000mb

FPS: 22

why do i get so low fps? is there a setting to max everything or is it just that the game is poorly optimized?

pc specs
Gpu: gtx 1080
Cpu: i7 7700k
Ram: 16g 3000mhz

windows 10 + creators update? broke gforce drivers.

try updating gforce drivers, or roll back windows 10 to before creators and change your internet connection setting to 'metered' = this will stop windows secretly updating without your permission for everything except the most critical updates.

tried sadly no difference though

if you have a non-standard 1080, it comes with its own gpu interface program (not nvidias) which has settings to change how the card performs.

if you was able to supply all the onfo in your op, you could of had a gpu expert know exactly what is wrong i unfortunately only have an oem 1060 and do not have any insight into the packaged drivers for the non nvidia gui's.
