Low fps, high cpu usage, low gpu usage

Hey! i have had som problems recently.
To start, i don't know if this problem has been there since i got my pc, I haven't "investigated" it before now.
So, in CSGO im getting really poor fps, (around 120, dips to 90 sometimes, annoying with 144hz monitor.
My specs are: MSI 980ti.
'Asus b85 pro gamer mobo, with an i5 4690k and hyper 212 evo installed
Ballstix 2x4 1600MHz.
650W CM brand new psu
Some samsung ssd.
Even at idle, CSGO uses 30% of my cpu. (See pic for refrence)

Withing a match, the CPU is at % percent (I won't provide a pic because my pc crashes the instant i close csgo for some reason)
Either way, this is what i have tried:

I have tried using DDU, resinstalling newest drivers. Didn't work.
Used DDU, tried multiple different driver, same result.

Swap memory, to a samsung 1x8 1300MHz, no change.

Tried a different GPU, nothing.

Reinstalled Windows, didn't work. (I have tried 7, 8, 8.1, and 10.)

All settings are set to maximize FPS in NVidia control panel.

Reapplied thermal paste.

Tweaked windows power settings, all is set to unrestricted power.

Any suggestions?
 
does CSGO have any upscaling options? or can you upscale it in the nvidia control panel? i still dont know why it seemed to have worked for me, but when i went from 1080p to 1440p , my framerates got better with the gtx 970. my only explanation is that at 1080p, my 970 was "falling asleep" and then when i hooked up my 1440p monitor it forced my 970 to stay active.

so if theres any way to force csgo to run a much higher resolution and force your 980 ti to push closer to 100% , maybe it will help
 
it could be the wierd resolution his screen runs. thats AMVA 2500x1080 screens are wierd and with no gsync im not even sure how they would work.
Do you have vsync on or off? what fps do you get in each situation ?
 

If you set resolution back to 1080p, what is your cpu utilization like while you play? The lower the resolution, the higher the FPS (usually) which in turn results in an increased cpu utilization. These are signs your cpu is bottlenecking your gtx 980 ti.
 
mine? or his? when i went back to 1080p it got worse again. i was having an issue where with 1080p, my 970 was hovering 30% utilization and i couldnt push it higher and i woudl get choppy frames. then at 1440p, my utilization went up to 80% ish and my frames smoothed out. also i have a 4790 so i doubt thats bottlenecking me at all

and him with a 4690k shouldnt have any issues with a 980 ti id imagine
 


Do you own CSGO? What usage do you get? Meybe it could be some extremely specific driver stuff
