Question Low FPS in AC: Odyssey (RTX 2080 Ti)

Hey guys! I recently upgraded my graphics card from GTX 970 to RTX 2080 Ti. I was hoping that spending 1.3k USD on a graphics card would give me good FPS, but the FPS is hovering between 45-60 FPS on ultra settings on AC: Odyssey. I've been suspecting that my CPU is outdated and thats why my FPS is low. And this is what i need help with. An explanation on why i have bad FPS with a high end graphics card and how to maby fix it. Thanks

Quad core cpus will struggle on Odyssey especially an older one. i7 is just about a minimum requirement for Odyssey and Origins.
