My pc specs are
Processor Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz

Video Card AMD Radeon (TM) R9 390 Series

Memory 8.0 GB

Operating System Microsoft Windows 10 (build 10586), 64-bit

I'm getting a lot of lag spikes in all my games. WoW, Penumbra Overture, Mass effect 2. Iv'e tried playing on low to ultra. No matter what settings they're on the fps always drops to around 20-40 fps
 
Solution
These are my options:
Your cpu and gpu might be throttling if they are running too hot, thus lowering their speeds to keep themselves cool and giving you lower framerates.
2. You might have other software in the background giving problems all around.
3. Try and clean your pc (software wise and hardware wise. Software wise meaning that i want you to clean your pc by deleting stuff that you don't need, defraging your drives and using cleaning tools overall. Hardware wise i am talking about cleaning your pc tower, dust can be deadly and can lower your performance significantly.
4. Check if your Power supply cables are all well put in the places they should be and that every cable is in the right place giving the right energy.

5. Check what your power supply wattage support is, maybe it is too low to power your gpu.
