Low fps in all games

so i get 15 - 30 fps on every game i play i don't know why. my cpu and gpu temp are good i don't know if my specs good or not can you pls help me

Arma 3. COH 2. CS:GO. Dayz. ARK. Rust. all on high settings but even if i put it on low i get the same fps it doesn't go up and fps drops all the time

in arma my frames drops from 15 to 4 - 1 and stay like that for 10s and then go back to 15 - 20 fps and same on all the other games but takes less time to come back

yes i did and i just updated it 2h ago and still no difference
