Low FPS in Assassin's Creed Syndicate

I am playing assassin's creed syndicate on my pc but the FPS is very low and never goes above 30.I am playing the game on low settings.
When you answer please explain fully because i know very little about pc gaming.
Also,if my pc's specs are not good enough could someone recommend a good upgrade or alternative.
Specs :
8 GB of RAM
Intel(R) Core(TM) i7-4790S CPU@3.20 GHz
AMD Radeon R7 M265 Series(2GB)

My PC is a dell inspiron 23 5348

The problem is the GPU, which is very weak, and AC: Syndicate is a very GPU-intensive game.

Unfortunately, as your PC is an all-in-one and uses the same components as a laptop, upgradability is off the cards. If you can't lower the graphical fidelity any further, then your only option to improve the frame rate is to buy a more powerful PC.

Solution

Thanks bicycle_repair_man the problem isn't even while playing because although the FPS is low,while playing lag is quite less.However,in cutscenes there is so much lag that i hear the characters speaking long before the animation so even though its not unplayable,it is very immersion shattering and irritating.
Also,why can i not upgrade my pc if it is all-in-one?
 
All-in-one PCs use laptop components and have more stringent upgrade paths than traditional desktops. The reason being is that the motherboard and PSU need to be compatible with the new, more powerful hardware that's being installed. You also need to consider that more powerful components typically create more heat, and this heat needs to be dissipated. With small form factor PCs, this can be very difficult.

It may be possible to upgrade your PC, but you need to tread carefully. There are a lot of factors to consider, which is why it's generally not recommended.
