Low FPS in CS: GO

I have a AMD FX 8120 3.1ghz and a R9 270X, 8gb of RAM. for this specs i expect more FPS in CS:GO but i barely get 100fps in CS:GO on the lowest graphics settings. i hope someone can help me.

Windows 10?

If so, I had an issue similar with the R9 280X because of Xbox App. Sign into it, go into settings and disable the DVR.
