Low fps in games?

here are my specs
(dell inspiron 5675)
Ryzen 7 1700x 3.8ghz
Amd RX 580 8gb
8gb ram 2400mhz

in games like csgo i have everything srt to low and only pulling around 120 in battle, is this normal?

Go to your power settings by either searching it on your windows task bar or by going into control panel then hardware & sound.

-Once your on battery profiles screen you will see a drop down arrow below the power saving and performance battery profiles, click that.
-Click...
1. set the cpu and gpu to performance mode and not on energy saving (control panel and nVidia control panel)
2. check for unnecessary background apps and/or services. Disable them from autostart, if necessary.
3. check for viruses, etc.
4. for online games like CS:GO, your fps is also somehow influenced by your connection latency. (if the problem is on the game server, you can not do anything)
5. check also directly on CS:GO forum for other ideas.

I have already changed the power performance in control panel but I have an amd card nit nvidia so how do I have to do it
 
Well for one if you have a 60HZ monitor you would only be seeing 60 of those 120frames, if you have a 120hz monitor ignore this.

Whats are your temps?
What driver do u have?
Do you have high performance enabled?
In the high performance advanced settings window put minimum cpu power to 100%
Also you need to have your Laptop plugged into to achieve the highest your card can put out.

Go to your power settings by either searching it on your windows task bar or by going into control panel then hardware & sound.

-Click the circle next to the high performance profile that has now appeared
-Click change power plan settings next to the high performance profile.
-On the new window click the advanced settings link
-On this window scroll down to cpu power management and open it up then do the same to the minimum cpu power settings and change it to 100%.
 
Solution

Using AMD, you also have something similar to nVidia control panel.
It is called Catalyst or Crimson control panel or something in the direction.
