[SOLVED] Low fps in GTA 5 despite having a great PC

Hey guys ,
So I have built my pc around 2 months ago and these are the specs:

Ryzen 5 2600
RX 580 8gb Sapphire pulse
B450 Tomahawk
16 gb ddr4 3000mhz LPX corsair ram(XMP’d to 2800mhz)
Corsair cx 650w power suppply
NZXT H500 case

So every game i play has great fps.I play overwatch high settings capped on 144 fps and it never goes down.It would even go up if I uncap it.I play csgo on 300 fps competitive settings.I also play some demanding titles such as BF5 in which i get an average of 70-90 FPS on high/very high settings.I play league which has no problem running on max settings.PUBG runs great and averages around 70-100 fps on high settings.

But the problem is only in GTA 5.
When I first installed it I put all settings on very high but the FXAA and MSAA were put to off.
I went into story mode and I had around 50 to 60 fps all the time.It was the opposite of what I saw on benchmarks with the same specs.When i went into online the fps was always around 55.I decided to put all settings to the normal preset.In story mode I got stable 60-70 fps but in online I got 50-60 fps on the normal settings.And on benchmarks people who tested this configuration on normal settings managed to get average fps well over 100 fps .Also I should note that the game is installed on my Kingston A400 480GB SSD.
And im playing on a really old HP monitor that has a resolution of 1920x1200 which is quite rare.But I don’t think that the monitor is the problem because all other games run well.

I would really appreciate some help and feel free to ask anything if i missed to tell you some info.

Gta5 has been having bizarre issues of late and for the last few months since the casino update has caused grief for many people. Crashing online and story mode mostly, but fps problems could be the result of Rockstar trying to find a fix. This issue has been going on for a few month now and the amount of people affected without a fix looks to be a technical one.

If other games play fine for you, id give Rockstar more time before going crazy about your rig/settings.
