is this a recent issue vs having better performance previously?
are you getting similar performance in other older games?
have you run graphics benchmarks to see if the system is reported as under-performing?

include the make & model of the PSU.

Use MSAA instead of FXAA.
Try VSync.
Lower the population density and variety.
Lower your texture and grass quality.
Drop your shader quality.
Deactivate reflection MSAA and lower reflection quality.
