Edited my post and now see WOW.
CPU and GUP usage can be very deceiving depending on the game engine. If the game really just can utilize 2 cores and you have a 6 core processor then you would see around 33% CPU...

What game? Game loaded on a regular drive or SSD? Ping to server or packet loss? Really sounds like a server issue or your connection to the server. Their a ton of games that get bogged down when you get a lot of people on the screen just caused by the game engine having to render the charters. Then it has to update positions of each person so it's already having a hard time and has to re-render over and over and over to update where the toons are.

If the game really just can utilize 2 cores and you have a 6 core processor then you would see around 33% CPU usage since you have 6 cores but really only 2 are taking the blunt of the load and the video card only does what it can with the information it gets.
