Low fps in most games Heroes of the Storm of r example

Recently i noticed a dip in performance of my games , their fps is really low Heroes of the Storm for example runs aorund 7-15 max 20 FPS no matter the settings in game . Fallout 4 is running around 20 -32 fps on high settings
CPU- AMD FX 8320 X
Motherboard - Ashrock 970 Pro 3 R2.0
Memory - DDR 3 8 gb
GPU - Radeon R9 270 X
My friend with a laptop with 512mb video card and some 4 core oldish cpu is pulling off higher quality on heroes of the storm than me . I don't use vsync or anything crazy as settings usually leave it for the game to determine if possible and i turn off shadows or lower them , because i don't like them.

I know that Blizzard tries very hard to make all of their content playable for everyone.

Its not just heroes of the storm i get 20 in witcher 3 on high settings (altho the fps drop between settings level is about 4-5 max) same goes for most games i have tried . For some reason the fps is extreamly low i tried windows 10 even in last few days.
For refrence dota has 34 on avg . Witcher 3 20-23 on avg. high settings . Path of Exile 37-45 varies .
I have tried to meddle with all kinds of settings even to apply the gaming app of amd to override the games , i still get that low fps . Its more than a bit disconcerning and maddening .
