low fps in rust with gtx 1070ti and i7 6700k

hello, i play games on my computer and usually have no trouble getting 100+ fps on max settings for all games, but for rust i struggle to get above 60 on the lowest settings. I have an evga gtx 1070 ti 8gb and an intel core i7 6700k processor with 16gb of ram. My gpu usage sits at about 30% when playing and my cpu sits at about 50-60% usage when playing. I have tried changing settings in the nvidia control panel to help fix my fps issue but this has not worked. If anyone has any solutions they would be much appreciated thanks!

This didn't help im already on the lowest possible settings. My friends with similar pc specs as me get around double my fps which leads me to believe that there might be an issue with my hardware could that be possible?

It's possible. Try running a stress test on your GPU (UNIGINE Heaven 4.0 is my go to) and then see what happens.

For some reason my results wouldn't save so i could not get a screenshot but i scored: fps: 247.2, Score: 6227, Min fps: 29.2, Max fps: 431.8. CPU model intel core i7 6700 3.4Ghz x4, GPU model, gtx 1070 Ti
