Question Low FPS in Warzone 2 ?

Hi,
I am making this post to see if anyone is maybe able to provide me with some ideas or help as to why my game seems to run rather poorly. I have been playing Warzone 2 recently and with my MSI afterburner monitoring am seeing around 40-70% GPU utilization with 30-50% CPU utilization in the game and am only able to achieve around 95-110 fps maximum at 1440p resolution. It doesn't matter what graphic settings I play with the fps is always the same very low or ultra. Is there anything I can do to improve this or is this a cpu bottleneck I didn't really think a 3080 would be bottlenecked by a 10700k, especially at 1440p.

If anyone has any ideas any help is greatly appreciated

Rtx 3080 MSI Ventus
i7-10700k @stock (ATM removed overclock to see if that was the problem.
32gb Corsair 3200mhz ram
Rm750x Power Supply
Asus Tuf Motherboard

The game is installed on an M.2 SSD

It's funny how you're mentioning this when a lot of other people are struggling with this very thing. WarZone 2s' low FPS or lag or whatever fracking thing you want to call it has been happening since the first week it released. Someone even tried playing it with an i9-13900KS OCed to 6.4Ghz; 128GBs of Trident ZX Royal DDR5 7000Mhz RAM and NVlink 4090s and just got under 120FPS like . . . what the nut!!!..........................Activision really kinda screwed up with their servers or something cuz . . . benchmarks alone on a system like that should exceed 500FPS on legit everything LOL POG......................it's extraordinarily insane!!!!!!!!!!!!!!!!!!!!

Yeah it does seem to be a game problem but i do see streamers playing the game at over 200 fps so im not sure whats going on here.
