Question low fps issue decent pc specs

So I have build my pc a year ago and I have a lot of issues. My specs are atleast decent but I can't even get above 40 fps on GTA and I get max 150 fps and then it fps drops to 50 on Team Fortess 2
SPEC:
AMD Ryzen 5 2600 Six-Core processor 3400 Mhz
16GB RAM 3200 mhz
Geforce GTX 1660 SUPER
MSI b450m pro-vdh max
60hz Acer monitor
and if i remember corretly i have 650 watt's and a SSD (forgot about it and I don't know how to find the precise name n measurements)
My cpu is mostly on 15-25% and my memory 50% and gpu 10-45%
I've tried re-installing windows and I daily update my drivers. also tried lowering the graphics but that doesn't do much
Do I have to upgrade my specs or is there something else to it.

Make sure ALL hardware has been updated BIOS, software, and drivers. Next, try disabling vsync in nvidia control panel and ingame. TF2 is CPU intensive so you might see fps ramp up and down depending on load. What kind of FPS numbers are you expecting or you had before you noticed the drop?

my friend with the same specs gets 250-300 everywhere on tf2 but i get 100-200
