low fps low GPU usage

I am playing guild wars two and many other games, I have mainly been testing with guild wars though. My fps is around 40 but while playing my GPU activity in AMD catalyst is only about 50%. My CPU is around 50% as well. What the hell how can I get my GPU to run at its full potential?

My Rig:
R9 270 2GB OC 1025MHz
FX 6300
8GB 1600 DDR3

Try resetting BIOS to optimised defaults and make sure you have latest drivers for everything.

Ensure there is no bloatware running on the pc while you are gaming eg ASUS utilities. If so, uninstall them.

So I was able to unpark 2 cores, there was maybe a a bit of an increase but not much. My GPU hovers around 60 - 70% utilized. Anything else I can do? My CPU usage is about 60%

Guild Wars 2 is really CPU heavy. Only overclock can help here...or maybe 8320/8350.

This is also happening in Black Flag, everything I play.

Yes about the same, and the GPU usage is still not changing.
