Low fps on almost all games

I just built a new Pc and when i run games that i meet recommended requirements i get low fps(under 30) Skyrim tells me i can run on ultra but even on low settings i only get 30 fps

What could be causing this ?
Specs
Amd fx-8300(8 core)
8GB RAM
Windows 8.1 pro (64 bit )
AMD Radeon HD 6570

Looks like the video card. For a start its only a 1GB card.

Are you sure the games are telling you that it can run on ultra? That card shouldn't even be on the recommended specs for games that are many, many years old.

Well when I launch the Skyrim it sets default setting to Ultra.
and if i need to upgrade my video card can you recommend a good but affordable one(under $200)

Games will put your settings on ultra by default if it can't detect your card, it assumes it is future-tech.

And assuming your $200 is USD, I can recommend the 750 ti, but be aware I am not the most knoledgeful at low end cards.
