Low FPS on DOTA 2 after Motherboard change

Hey guys hope you can help some lost german guy here 😉 So I just got a new PC with the following components: GTX 960 4GB, AMD FX-6300, MSI 970 Gaming Motherboard, 8 GB RAM, ps 620W super silent noname - the motherboard needed to be changed bec. it had some issues with its BIOS ( I got the same motherboard now). the problem is that i bought those components to be abled to get at least 60fps stable in DOTA 2 - but now i only have around 30 with drops to 20 in fights on high settings - I mean that aint normal is it ?! I checked my GPU power with msi afterburner and while gaming it was only on like 35 %, cpu was a bit higher but never near the 100% mark. I ran a FURMARK on 1920x1080 with average 42 fps and 99% power. after the motherboard change i didnt reinstall windows so that is my only idea what could maybe help ??? my drivers should be up to date : gpu 2016, bios 2015 and cpu from 2009(dunno if that would make a huge difference anyways) and windows update is done aswell. I srsly. am out of options - should i bring it back to the pc service or try to fix it by myself ?! ty all

Are you sure you have plugged all cables from the PSU to the motherboard? Especially the cable to the GTX 960.

AMD sockets' temperature readings in HWMonitor (Or any CPUID software) are not correct (I don't know of a software to read AMD sockets' temperatures though). So I assume you did something wrong while installing the heatsink.

Just remove the heatsink, reapply the thermal paste CORRECTLY (Watch youtube videos), and then install the heatsink again (Make sure its perfectly fixed), finally just plug the heatsink fan cable to the motherboard.
tried it with FURMARK and scanned with HWMonitor - cpu is on a steady 21°C only gpu is rising to 80°C but i guess thats normal - you know the matter is like i get the 40fps in furmark but on my beloved DOTA i cant even reach a steady 40 fps ... ty anyways
 


21 celcius for cpu under load????? Are you sure? My i7 idles at around 45-50 celcius...

I assume your power options are set to High performance and not Economy, right?
 
i mean i still have the win 8 cd i could try to reinstall it - i mean i didnt do that before but i will search for a tutorial - or do u have any other suggestions ? i can post screenshots of other 'important' facts u might need to judge better ... ty in advance

hey mate ! thank you for helping. i got a friend with some mad computer skills and he just renewed my system in a 5hrs session. it did gave me a bit of an improvement 40-50 fps in dota though it is still not what my rig should be capable of 🙁 ... i will ask him to follow your advise and maybe it will work ... - i'll post the outcome here 😉
